Voluntary Return and Reintegration in Country of Origin

Within the project, IOM continues with implementation of three main components of the Assisted Voluntary Return and Reintegration Programme (AVRR), i.e. information campaign about AVRR, preparation and implementation of the voluntary returns and reintegration in the country of origin.

The basic precondition for an informed decision of a migrant to return home is the access to information about the AVRR Programme and the possibilities it offers. Implementation of a targeted information campaign is therefore an integral part of the programme. The campaign focuses on informing the target group about voluntary returns in the asylum and detention facilities of the Ministry of Interior of the Slovak Republic, regular distribution of information materials to the target group, informative meetings about AVRR with migrants and the representatives of migrant communities, operation of a low-rate telephone line 0850 211 262 with a possibility of interpretation through conference calls in selected languages and informing the selected Departments of Alien Police and Departments of Border Control in Slovakia about the AVRR Programme.

IOM provides the standard services related to preparation and implementation of voluntary returns to the country of origin:

  • registration of applicants for assisted voluntary return;
  • arranging replacement travel documents;
  • logistical preparation of the return (travel plan, transport in the Slovak Republic, arranging air tickets etc.);
  • assistance with voluntary return (departure, transit, reception and transport to the final address in the country of origin);
  • provision of financial allowance to migrants to cover basic costs during or after the return;
  • arranging accommodation and health care for registered clients who need this form of assistance;
  • possibility of an internship at the AVRR department.

To stabilize returnees in the country of origin, reduce their vulnerability after the return and to increase sustainability of the return, IOM is providing since 2007 also post-return reintegration assistance as a standard part of the return measures. This assistance includes support for activities aimed at enabling migrants for instance to gain a source of income from implementation of their business activities, to increase their qualification and thus increase the chances to find employment or helping them with solving their life situation immediately after the return, for instance through assistance in arranging accommodation. The activities in this area include providing pre-return counselling about reintegration assistance in the country of origin, providing assistance in preparing a reintegration plan, providing practical assistance with reintegration in the country of origin and preparing the monitoring and assessment of reintegration.

The reintegration assistance to foreigners in the country of origin is provided by IOM in close cooperation with IOM missions in the countries of origin. Clients receive allocated financial resources in the form of direct payments to service providers and suppliers.
